Why this company exists
Federal R&D has a delivery problem. Too many SBIR programs spend a year on requirements, another six months on architecture diagrams, and arrive at a Phase I deliverable that never leaves a SharePoint folder. The technology isn't the constraint. The constraint is the distance between a federal mission problem and production R&D software that operators actually touch.
Precision Delivery Federal LLC exists to close that distance — for SBIR-class federal R&D specifically. We build domain-specific R&D solutions across counter-UAS, autonomous flight, runtime-assured autonomy, ISR&T fusion, sonar signal processing, scene generation and M&S, secure messaging, fire-support training, and CWMD detection. Each program ships with a reproducible feasibility demonstration, federal-grade compliance posture, and a clear Phase II / III transition path — not slideware, not demoware, real production R&D software engineered to ship.
The firm spans the technical surface that SBIR R&D requires: full-stack applications, cloud foundations on AWS GovCloud and Azure Government, data engineering and pipelines, AI/ML where the math earns its place, and the cybersecurity engineering to ship all of it under cATO, FedRAMP, NIST 800-53, and DCAA-aligned cost. AI/ML is one of the technical capabilities — the founder is a Kaggle Top 200 ML engineer — but the firm is built around federal R&D delivery, not AI for AI's sake. The discipline that ships the model is the same discipline that ships the React UI, the FastAPI service, the Postgres schema, and the Terraform module.
We are deliberately small because small teams ship. One decision-maker. One engineering line. No handoffs between pre-sales and delivery, no "solution architect" layer inserted for billable hours, no translation tax between the person who wrote the proposal and the person who ships the Phase I deliverable.
PRECISION FEDERAL — OPERATING PRINCIPLES
Founder & CTO: Bo Peng
World-class AI engineer and technology expert. Software engineering across ten companies — five consulting firms, three federal-focused — currently shipping production systems at a federal prime contractor. Former professor of AI and data science (400 students across 15 graduate classes). Every Precision Federal engagement is directed, validated, and signed by Bo personally.
- Active federal software delivery — currently shipping every working day at a federal prime contractor. Full-stack: applications, cloud platforms, data systems, AI/ML, security.
- Ten-company career, five consulting firms (three federal) — civilian health, defense-adjacent work, and cross-agency data platforms — with continuous current engagement at a federal prime today.
- Full-stack engineer — Python, TypeScript, Rust, Go, React, Next.js, FastAPI, PostgreSQL, Kubernetes, Terraform, AWS GovCloud, Azure Government. The same person writes the API, the UI, the data layer, the deploy config, and the security posture.
- Production ML at a federal health agency — real production models serving real policy decisions, not a demo notebook. (Delivered at a prior federal prime contractor, while Bo continued building federal software through the formation of Precision Federal.)
- Kaggle Top 200 worldwide — public, verifiable global ranking on the world's largest competitive ML platform. Verify at kaggle.com/bopengiowa.
- Seven cloud certifications across AWS, Azure, and GCP — including federal-cloud architecture credentials.
- Former professor of AI and data science — 400 students across 15 graduate classes. Teaching forces clarity; clarity makes better software.
- Modern AI-augmented engineering practice — domain depth across the federal mission stack at SBIR-cadence speed.
Bo's working philosophy is short: understand the problem in the user's words, cut it to the smallest system that moves the needle, ship it, measure it, iterate. The ratio of code written to slides produced stays lopsided in code's favor.
How we operate
- Lean team. Work is done by senior engineers, not layered through a pyramid. If you're paying for a week of effort, you're getting a week of senior-engineer effort.
- No handoffs. The person who scopes the work writes the code. Institutional memory doesn't leak between phases because there are no phase-to-phase handoffs.
- Ship > deck. Where other firms produce quarterly status presentations, we produce working software. Status is what the software does this week that it couldn't do last week.
- Security as a foundation, not a checkbox. Authentication, secret handling, least-privilege IAM, and log hygiene are built in from day one — not bolted on after a pen test.
- Honest scope. We will tell you what we can do in your timeline and what we can't. False confidence wastes government money and we won't trade it for a signature.
The company
Precision Delivery Federal LLC does business as "Precision Federal." The company is SAM.gov active, SBIR-approved by the SBA, and registered in DSIP (DoD) and NSF Research.gov. Full administrative facts, UEI, CAGE, NAICS, and socioeconomic status are on the capability statement.
Our values
- Honesty over sales-speak. If we can't do it, we say so. If we can, we tell you exactly how and for how much. We won't pad capability statements with aspirational credentials.
- Production over prototype. A working system in staging beats a beautiful diagram every time. Our definition of "done" includes deployed, monitored, and usable.
- Security as foundation. We work with federal data. Security posture is part of the engineering, not a later ticket.
- Speed, because taxpayer dollars have a half-life. Slow delivery is its own form of waste.
- Faith-informed integrity. The founder is a Christian. That shows up as straight-dealing, keeping commitments, and treating government counterparts with respect — not as a pulpit. Precision Federal is a technology firm, not a religious venture.
How we work
Remote-first delivery across AWS GovCloud and Azure Government, with travel to Washington D.C., customer sites, and federal facilities on the cadence the mission requires. Senior-engineer effort from first email to production handoff — no layered consulting, no offshore pass-through, no staff augmentation without engineering ownership.
What we do (and don't) do
Clarity saves everyone time. Here's where we fit and where we don't.
| We do | We don't |
|---|---|
| SBIR Phase I / II / III R&D software — counter-UAS, autonomy, ISR&T, sonar, scene-gen, training simulation, CWMD, secure messaging | PowerPoint-only strategy engagements |
| Federal R&D production software — reproducible feasibility demos, measured benchmarks, cATO-aware architecture | Slideware, demoware, "pilot-that-dies-in-review" R&D |
| Full-stack federal software for the R&D deliverable (FastAPI, React, Next.js, Postgres, Kubernetes) | Generic contract IT or commodity staff augmentation |
| Cloud architecture for federal R&D — AWS GovCloud, Azure Government, Iron Bank, Cloud One | Cold-email-as-a-service / marketing agency work |
| Production AI/ML and agentic systems where the math earns its place in the R&D | AI-washing or hype-driven ML where simpler engineering wins |
| Cybersecurity engineering — NIST 800-53, FedRAMP, STIG-hardened CI/CD, DCAA-aligned cost | Claim clearances or certifications we don't hold |
| Prime subcontracting with substantive R&D scope | Pass-through small business fronting / unlimited-exclusivity teaming |
What good engagement looks like
The best engagements we run share a shape:
- A real federal problem, framed in sentences, not buzzwords.
- A technical counterpart inside the agency or prime who knows the data and the users.
- A scope small enough to ship in weeks, with room for follow-on.
- Clear success metrics — what improves, for which users, by how much.
- Authority to actually deploy what gets built, not a "pilot that dies in review."

The short version
Federal R&D software firm. Domain-specific R&D solutions across counter-UAS, autonomy, ISR&T, sonar, scene-gen, training simulation, CWMD detection, secure messaging — and the full-stack / cloud / data / AI/ML / security engineering to ship them. Senior engineering, federal-registered, SBIR-active. Founder who's shipped federal software for real users for fifteen years. No inflated credentials, no subcontracting fronts, no slide-first culture. If you want a partner that writes working R&D code against a real mission, we're built for that.
